While they might not have been insanely explicit in the re-use of it, there was no need to do so as there was no possibility of confusion as the two uses were so ridiculously different. It's safe to assume that no one ever thought that people would see the political symbol and think that it was the religious use of it. It was clear from the use that they were making a new use, no attempt to deceive (in that one particular case.)
Says who? What authority do you have other than your own personal opinion? Unless you have the minutes from the meeting in which it was adopted, you have conjecture and nothing more.
