Break glass for emergency shared accounts. Keep the shared account info in a locked safe or even a safety deposit box. Some place that you know if it is accessed.

That's great. Let's hope that they are able to acquire some oversight and get some control. I hope that someone can prosecute that guy.

I've never seen this occur personally. I've had timezone issues in the past. Usually much older systems. But I've not experienced this.

Is it on the domain? Is the DC time correct? Servers and clients on the domain automatically use the DC time.

Not a domain, It's on a workgroup

Check what time server it is pointing to.

When when logged in as a local admin - processes don't run with higher privileges. Did you try doing a run as for this process? While UAC was enabled?

"Run as" worked, but wasn't always called. It's not a universal option, that was apparently the problem.

You can right click the shortcut for the app and check the box to make it run that way.

Only some apps. That's why I could test with Notepad.
