With volume licensing, do I need an agreement that has 1 x Enterprise license for each for the 450 machines, or as long as the OEM was Pro, do I only need 1 x Enterprise license to cover the entire site?
Enterprise is an upgrade to Pro. To get Enterprise for 450 existing Pro devices, you need to acquire 450 Enterprise upgrade licenses.
There is never a 1x "upgrade" anything option in anything. That's not a thing at all.

For Enterprise, there isn't any complexity. Every Enterprise install required Pro to already be installed, and you buy an expensive upgrade to Enterprise on top of it.
So 450 devices, easily $40,000.

It has extra security features that senior folk want. I dont really need to know why they want it pushed out, but need to know how and costs.

Correct. Enterprise is insanely costly. You are basically buying the OS again for each and every machine.

We had to get a couple licenses for Enterprise + SA a few years ago and they were $292 each... You'll probably get some kind of discount for 450 licenses, but I don't know how much.

Another option is Windows 10 Enterprise E3 "starting at $7/month" lol, so $38k a year.

Yeah, that is one option and it works well to get the Windows 10 Business license which can be accomplished by joining the computers in Hybrid Mode with Office 365 to Azure AD.

Licensing is not an area I have looked in to, but I recall a while back hearing that with 1 x volume license for Enterprise with Software Assurance, you have the rights to re-image every Windows 10 Pro OEM to Enterprise.
Does anybody have any details on that?

Microsoft has several paths for this now.
Enterprise used to be a perk of buying SA for your Windows Pro licenses, then a few years ago, they broke enterprise out into it's own license.
Then they added Enterprise as part of E3 and better O365 licenses,
Now they have it as part of the M365 line as well. -
@Jimmy9008 you definitely want to look at this more holistically along with your Office products, assuming you're using MS Office/O365/M365/Intune/AAD, etc.

Some Microsoft 365 plans have Windows Enterprise included along with Advanced Threat Protection and all of the security goodness that comes with that.
That's the direction we're heading in as our clients come off their Open Value Agreements with Enterprise Upgrade + SA which is the equivalent of Desktop Enterprise E3 (as of this writing).
