Need Science Fair Ideas

So my niece is doing a high school science fair project but needs ideas for what to do. The school requires that the project be "above high school level" but does not define what that is, so we are stuck guessing a bit. Also projects that are "engineering" or "invention" oriented do not qualify. It is "make a hypothesis and go through the scientific method" only stuff. So the ideas from Scientific American and Google's Science Fairs don't qualify, for example.
We've been struggling to come up with ideas that would be reasonable in cost, scope, level and context.
