I'm create a template VM for Server 2019 (one with and one without the GUI). I'm curious to see if any of you have seen the following behaviors.

      Non-GUI

      1. Use sconfig to download and install updates.
      2. Choose All updates, download, and install.
      3. After notification the updates were installed (appears about 5 seconds after choosing to install), you're prompted to reboot.
      4. After reboot, check for updates again to find the same updates still listed, repeat from step 2 endlessly.

      GUI
Updates stay forever at "pending dowload"

      GUI and using sconfig
Same behavior as using sconfig in the non-GUI environment.

I didn't have that issue and I just setup a couple yesterday (GUI).

We've got several 2019 in production and none have done that yet.

Just for fun I spun up some Server 2019 VMs on my actual workstation, and didn't experience it again. So perhaps there's just something screwy with those installs.

Hmm. Must've been a fluke. Attempt 2 with making the templates has Windows Update behaving properly.

Nope, you got something weird going on.
