I've got a freshly installed Fedora 29 VM in Hyper-V and it's stuck at: Started GNOME display Manager
      (Gen2 no secure boot)

I've seen some posts about ctrl + alt +F2 to launch a tty window but that's not working either.

Host is a Ryzen 5 CPU with a GTX 960

      Any ideas?

@nadnerB ctrl+shift+f2 If it works, it will drop you into a shell. Depending on where in the boot sequence it got to, you may have to login.

@travisdh1 Yeah, Gen 2 with Secure boot set to off

Odd. Something important got corrupted most likely. Was this a netinstall? If not, try that.

Nah, this was from the 64 bit live image

It's either Wayland not working correctly or GDM.

Unless they keep the live version updated, your best chance would to use the netinstall.

Righto. Time to blow up Alderaan again... (Yes, my VMs are Star Wars Planets)
