Restoring the file gets me back to the error in the OP.

Open MMC, File Add/Remove Snap-in > update services..
Now you've created a new one.

That works, but im still unable to connect to the WSUS server (localhost, or ip or by fqdn)

Try restarting IIS, SQL and update services
Which I've done and the error above in the code block.

Site can't be reach on either 8530 or 8531

This is normal WSUS operation.
Try iisreset from elevated command prompt.

Either port, same issue. So an issue with IIS then?

When I just go to https://localhost I get a Http Error 404.0 - Not Found page.
