If I can drop in, and ask something:

I use OpenFire with Pidgin for text chat communication, then I changed to Jitsi client, and Added plugin with openfire to support XMPP Jingle:

The purpose of Jingle is to enable one-to-one, peer-to-peer media sessions between XMPP entities, where the negotiation occurs over the XMPP signalling channel and the media is exchanged over a data channel that is usually a dedicated non-XMPP transport.

This allows users to communicate and audio call also video call each other in LAN environment, is this considered VOIP system/structure ?

I love jitsi I, but I think he's referring to local pstn access (phone making and taking calls on the phone network)

Of course it is. But it is not what most people mean.

When most people talk about VoIP, they want SIP trunking that will interface with the PSTN.

SIP, IAX2, Skype, XMPP, etc all enable their own methods to provide voice over IP.

As Jared points out, all voice audio over the network is VoIP. But the majority of people infer that they mean SIP or AIX2 based voice, or similar, and moreso that they want it to connect eventually to the PSTN so that they can make phone calls on it to cell phones and such. VoIP itself does not imply that connection, so Skype, XMPP, Google Hangouts and such are all VoIP, but are rarely what people are looking for.
