That makes no sense at all. Under no conditions which you have described should either 17.04 nor any Budgie edition have ever been considered. What are you doing that is making you even think it's okay to consider them? You are flailing around and not taking the advice given and doing things that are really seemingly illogical. What is your goal in doing this?

@scottalanmiller I having laptop in my hand to work the laptop with a network ie )My Data card to update the repo from the Ubuntu Site which is not possible to do so far in Ubuntu 17.04.
So only i am going to ride with the other OS to check the laptop to be compactible for the Datacard issue where the Internet is must for me to browse and use the laptop -

We have known all along that 17.04 was a bad idea and that you should not look at anything but 16.10. But instead of using 16.10, you are looking at Budgie. Why?

@scottalanmiller I have downloaded the Ubuntu 16.10 but the interface i seen in the Video is good to use,so only i am trying to use that than Ubuntu 16.10.Whether every debian files will be working as such Ubuntu 16.10 Right

You said that you wanted the XFCE interface, right? If so, get Xubuntu, that's how you get that interface. But you need to stop... you are doing things without planning. Stop and determine what your goals are, then download the right thing for those goals. Regular Ubuntu 16.10 has the Unity interface by default. You can opt to use XFCE with it, but it won't look as good or work as well as Xubuntu 16.10. I use Ubuntu 16.10 on my laptop, that is what I am using now.
But in no case does Budgie make sense if you want XFCE.

Ubuntu is debian based. But WHY do you want Debian files? You should not be doing that, that is part of your problem. You need to be using the Ubuntu package manager. I know that this is a pain because you have to work offline, but you still need to figure that out.
Also, if you can download the ISO, why can't you connect the laptop in the same location and just do this all quickly and easily?

So if XFCE is the goal, Budgie is out of the question. Download Xubuntu instead.

Unfortunately, Xubuntu is behind significantly and is only updated to partial patching on 16.04
http://xubuntu.org/getxubuntu/
But it should work. But regular Ubuntu with XFCE, without Budgie, should be fine. Did you get Ubuntu or Ubuntu Budgie?

Not a single one of those things should ever be done in this way. All of them are native on Linux. You don't need Wine at all. Why do you feel that you would use Windows executables for any of these?
Java specifically should never need that, it is native everywhere. That's it's thing. And Netbeans runs on Java, so is naturally native to Linux, too. Bit Torrent and Java are both built into Ubuntu, so you have those already. You just need to install Netbeans.
VMware Workstation you actually don't want, skip that and use VirtualBox which is built in and ready to go.
Literally everything you need is already there and ready for you. Skip Wine and everything will "just work."
