        Why not powershell... I have a few scripts I can share if needed...

          I need it to be idiot proof and easy. The plan is myself (System Admin) and our Data Admin will use it, and she would probably have issues with using powershell, she has even less time than I do to futz around with a CLI and a script.

            Because the OP said no powershell and gave reasons why not. If you do not want to give suggestions as requested, then do not simply argue for the solution that was not wanted. That is annoyingly asinine. The only reason to suggest powershell that would be acceptable would be if you had solid workable scripts to offer or knew of one out there.

              @jrc ManageEngine would be my first suggestion. I trialed it a couple years ago and found it to be a decent solution. It was not worth the cost to my client that I researched it for, but it was a good solution.

                          Yes, I have those, and have used them. They are ok, but i have found the bulk user tool is somewhat hit and miss, and very hard to use.

                            AD Tidy is what I have used from there, and it worked well enough. I was hoping to get a single tool that did all my requirements, but I guess I could use multiple tools. Looks like they do not have a bulk user importer though.

                                Netwrix has a lot of AD tools, some free, some paid. I haven't used them myself, but I've heard good things about them.
