It's cheaper than doing a good job. Saving money by not treating the systems like they matter, and selling flat rate support. So he's making money by skimping on the work. And if things go wrong, the risk isn't his.

The exact scenario as to why it makes sense that he'd put the customer at risk is listed there. That article is pretty good for explaining behaviour like this.
