Why IT people are not ready to refer a person for a job for fresher or experience in their present company?
This situation does not happens everytime but it happens rarely Why? -

Seems like his question is why some guys are not referring another one to their company.
@Lakshmana if that's what you are asking, it depends on lot of factors. First of all there should be an opening that matches the skill, the IT guy should be confident enough on the other guys skill and knowledge, moreover there should be a referal policy that exists in the company. Atleast these are the things I need to refer someone to my company.

Are you asking why someone wouldn't recommend someone to come and work at the company they currently work for.
Let me say this a different way. If I work for Company A, why do I not recommend other people to come and work for Company A?

This situation does not happens everytime but it happens rarely Why?Most everyone that I know in IT refers people that they know all of the time. Most people in IT that I know, though, are working currently and only so interested in a new position.

Of course there is another issue.... if someone is leaving a position, there might be a reason that they would not recommend that position to people that they liked. I left a position last year that I would not ruin anyone else's life with.

Everyone has their own life experience in IT.
The persons have learned lot from their mistakes and also from their experience in IT
