Software to Track Volunteers for Non Profits?

Local homeless shelter looking for a cheap/free way to keep up with volunteers – able to communicate through email and text, group volunteers according to their interest (building, medical, fund raising……) and able to email just those volunteers, and possibly have something for donors. I recommended salesforce and setup a little demo for them, she's afraid of it. any ideas?
