      Is there any way to take a legacy application that will only burn to a cd (not an iso) and make it burn to an .iso file?

      Most of the popular tools out here only read .iso or convert optical media to .iso

        Why would you want to do this, an iso is just a container.

        If you have the original installation media are you trying to move it to a new system to install on?

          If the software only burns to cd, then there's no way to force it to write iso file. What king of application is that? Every single cd/dvd burning app I've run across was able to create iso or some other format. Your best approach is probably burning to cd-rw disk and then using another application to dump the disk to iso.

            I think you're going down the wrong path trying to virtualize old stuff.

            That said what you're looking for is virtual CD burner software. Basically a driver that looks like a physical drive to the OS but is just software.

              @eleceng It sounds to me that he's looking for something like Kernsafe's Total Mounter.

              I used that once or twice a long time ago. The current version supposedly works on up to Server 2008. It may or may not work on something newer.

              Edit: There is a free version available to test and see if it will work for you.

                @eleceng That is a hell of a legacy app to be stuck with.

                I have no idea what software I used, but I had something on Server 2003 that did this.

                Try what @dafyre recommended.

                    I don't think you can simply write files to an "open" CD-RW with this. Been way too long.

                    I did always use VCD on Windows XP to mount ISO files, though. Was my program of choice.

                      I think you'll be able to provide a virtual DVD burner and make an ISO that way.

                        @jaredbusch You are totally right, I just tested again and it only allowed me to mount the ISO. So @ElecEng ignore that one.
