Here I thought that OpenXchange had stopped development since Zentyal removed it from their release.

It might just be the offering for the community edition, service patch support etc.

Still looks to be a viable system.

This bit here "So you boot Linux first, then you enable Jailhouse and finally you split off parts of the system's resources and assign them to additional cells." from github makes it sound like Jailhouse is a type 2 hypervisor.

No, it's a Type C, hence the name Jailhouse being named after Jails, the original Type-C.
