                      Isn't China protecting North Korea? If so, that would be the issue.

                        Part of it. But really the larger issue is how much of a problem will North Korean artillery be to Seoul. The city proper is out of range of most, but certainly not all artillery.
                        So of the units that CAN hit Seoul it will depend on what they use in them.

                        This is the best article I have read on the subject recently and it backs up a 2010 article I read that also said only a relative few units can reach Seoul.
