Picture Won't Upload

Windows 10 Ent x64 with Google Chrome
Tried adding via multiple ways, like copy/paste, link, and even taking a screenshot and using that. I just keep getting this:
"ERROR Unexpected token < in JSON at position 0" (can't post screenshot because that's not working either)

I've seen this before but I don't remember the resolution.
