Hard Reset iPhone 5c without iCloud password

I have a friend who has a daughter, who had her iCloud account setup by her ex. Her ex blocked her and she wants to reset her phone. She doesn't care about losing anything. But without the iCloud password, she has been unable to. She doesn't have the password, or access to the email that the account is under.
I did some Googling and had her try a couple things, but nothing is working. All the info I have is this:
iPhone 5c 9.2.1 (13D15)Any suggestions? I am far from an Apple expert. Any help would be greatly appreciated. The links I sent her are these:

afaik all you have to do is make sure "find my iphone" is turned off before doing a factory reset. Do you need the iCloud access to turn off that setting on the phone?

With any iDevice with iOS 7 or greater doing a factory reset requires you to sign back into the iCloud account used after a factory reset.
It's an anti-theft measure.

Going through the process in my head, this may be your best and only bet - unless you take it to the Apple Store. The servicing Phone provider might be able to do something, but I am unsure.
I believe it part of the draw on security on the iOS platform is that you have to follow certain steps for safe guards.

The only way we are able to ensure our iPads aren't stolen and missing is by keeping the iCloud password a secret. No one has that password.
We also have restrictions in place with Apple Configurator (and Meraki) as follow-up security measures.

Yes - to turn off Find my iPhone, you have to sign into your iCloud account

I guess if the iCloud account is under his control then he essentially controls the phone then. Small claims court?

There are always ways around this. I used to work for a company that bought old iPhones to resell them. It is just about finding the right work arounds for the given OS.

They did that. The Genius bar was unable to help them.

If that even works, doesn't that get rid of the whole point of iCloud and Find My iPhone?

I figured I was close to the same, I just noticed that the article I posted specifically mentioned your iOS version. I will guess the "In this method, you have to toggle the “Find My iPhone” off and tap on “Delete iCloud Account” at the same time." part is what is getting them. At this point they can spend an evening hacking away trying to get this to work, or just go get a new phone. If it is a iPhone 5c, it had a pretty good run, time to upgrade.
